In the Spring of 1837, Robert Toan and his three sons Robert Jr., William and Thomas first settle the northern portion of Portland Township, just south of Lyons.

Just downstream from the site of the Toan Settlement, along the right bank, marks the site of Electric Park Amusement Co. (1917-1923). A beautiful pavilion held a large dance floor with a stage for plays in the summer. There was a large grove for picnics, a baseball field, boating, swimming and fishing areas. In 1926, the land was sold, and river front development began. It was a very popular attraction in its time.
